About your specific case - i've tried your trade link (listed in profile) and can't choose\send those guest passes to you.
But i'm not sure if those kind of links are working even for appropriate region.
So if someone from RU/CIS interested, feel free to send me a friend request or even better - reply with your trade link here.
Ofc trying links above would be easier and faster, so try them first.
Also, mb it's required to be friends to send them, mb even bypass region restriction then (but not for activation) - idk.
