if this software is really worth to use, there is work around.

change your store to Indonesia
add one of steam MMO player such as DOTA, PUBG, CSGO, surely you will find 1 or 2 ppl from that area.
ask them to buy as gift, and give it to you in exchange of any DOTA, CSGO, or STC with equal value (or you might be willling to add the valuue some more as a fee, considering this software is worth more than USD 100 outside that region).

You need a payment method and billing address from Indonesia, it's okay if You want to stuck using Indonesia currency for a while on steam, because You can't simply use VPN to change Your store to Indonesia
2 & 3. You can't, because of the huge price difference You'll have to pay nearly the full price if You're not from Indo

you dont have to. gifting iss allowed within the region. Fining citizens with genuine payment methods of that region is enough.
