You can't get a reroll for 1, and you can't always get a reroll for 2. You can either use a SGTools private giveaway filter, and stick the filter link inside of your whitelist giveaway [and deleting the WL gib before it ends] to restrict who can enter the giveaway, or you can use a steam group instead of your whitelist and manually check and invite people into it.
