I noticed GTA IV complete comes up as 0 points if you try to make a giveaway. Likely because steam is out of keys right now. Shouldn't it just default to the last known price for it?

No, it defaults to whatever the Steam API has listed as the current price.
No price - no CV.
It'll right itself once they get more keys.
