It's not a stupid question. As far as I know people here aren't very certain on how to tackle the new gifting restrictions yet. It's a safe assumption for now that gifting from Steam may bring you problems. The recommendation right now is to buy from key sites like HumbleBundle, Indiegala, Bundle Stars, etc.

It depends on which game you want to give away. If you're in the most expensive region (which EU usually is) then you should be okay gift to anyone in the world. You can compare prices at Steamdb.
If want to be sure - do a little experiment. Add someone from a different EU country, and try buying a gift for them. If you don't see this flashing orange "Due to regional price differences..." plaque, then you're good to go.

Hi guys i have a question about the new steam restrictions for sending gifts in areas where there is price difference.. for example i live in Italy and if i make a GA area restricted germany (i have only this country as european, i do not have other options like an EU area etc ) There is a risk of not being able to send the gift? or i don't have problems?
