The giveaway will indeed count and go through, so it will not be cancelled.
Only part of the keys will be given out. The other keys won't be used. So it's a good idea to track which keys won't be used, so they can be reused again later.

If you cancel the giveaway, you indeed get penalized, resulting in you won't get the slots back. So you can't cancel it and make another giveaway.

My suggestion is to let this one just complete. Then make a new giveaway after, with the keys that haven't been used yet.

X keys are used, the rest aren't.

Given how long it has been running, you might get the numbers anyway.
