Small puzzle for Cities In Motion key

Here is a GamersGate key for Cities In Motion.

These numbers should help with decoding the key: 13, 64, 13.

Should be easy for most of you so be quick :)

The 3 numbers represent 3 separate steps using decoding methods related to the numbers.

Maybe it's not as easy as I thought it was :)

The base 64 part is correct, but it's not base 13. Check the OP for a clue.

It's a GamersGate key, so you need an account there to redeem it.

Are you sure you got the right code? It started with a C and ended with a 2.

If so, someone else may have taken it.

The key was given out to all who filled the survey. The key can be used several times.

That's not right. Different people were given different keys. The one I was given, for example, doesn't end with a 2. The keys do apparently all start with CIM, but that's just because they're for Cities in Motion.
