seems to be an ingame code for the aktivation inside the drm free version of the game. Without a download link to the game can be only used from someone who allready own a physical copy of the game or own a download link to it.

You need to have the exe file first before you can add it to Steam. And the non-Steam wouldn't have anything to do with the Steam version anyway.

Humble Bundle usually gives you a download link too for DRM-free games. Also, I don't think you can just share this key, I mean, if someone uses it to play game - it would work fine, but from the law's point of view it would be not licensed, same as pirating. I may be wrong though, I'm not a lawyer.
