Go to your friends list, click on 'Blocked Users' tab and there is option to unblock any blocked account.

But my friend list don't have the Blocked Users tab , and the link you provided me I can't find him inside too ! what should I do ?

Maybe you haven't really blocked him? If he is not on the list, then you haven't.

Are you going to your friends list where you can sign in or go offline, message your friends etc, or are you going to your friends list on the main Steam app itself?
You'll need to go to your profile page, click on friends, and if you have someone blocked, the blocked users tab will be there.

I accidently blocked my non-friend's FRIEND in steam , how do I unblock him ?!
when I scroll through all the way down to my friend list I can't find him or a way to unblock him ! is there any way to unblock him ?!!
