I don't have a full list of subs, so I can't check if Russia and Belarus are excluded from other games too. Those were the ones that people reported / provided subs for.

The keys for Neverout seem to have Russia excluded now as well - https://steamdb.info/sub/148533/history/?changeid=14628360
I'm not sure on the sub ID, but I've had a giveaway winner report being unable to activate, and that is the only sub for Neverout with any region restrictions.

Games keep adding exclusions for Russia and Belarus, so there could always be new titles to add to that list.

I got WARSAW with completely different regional restrictions.
Looks like it's not available in LATAM and most of Asia. But is available in Japan & China.
Not sure what it's supposed to be...

Your list is what you get when you actually get a ROW key. It's exactly the same notification as the one linked din OP.
Asia-locked sub contains only these countries: https://steamdb.info/sub/410235/ which are not present in this ROW notification, meaning that they receive ROW keys as well.
Japan and China should also receive ROW keys, since they're not on the list.
As a reminder: what you see in the gift link notification is DOES NOT reflect the region locks that YOUR KEY has. It just tells you "these countries receive a region locked key, or don't receive the game at all".
To reiterate, ROW keys will ALWAYS get a gift link notification as long as the other regions get locked keys. Only when everyone in the world receives a region-free key, a gift link notification doesn't exist at all.
