You should report the game as a freebie, not the users. It makes things easier.

Now, on long term, how to prevent people that got their multiple/not activated infraction flags from keeping on misbehaving ?

Exponential suspension times for successive infractions ?

If they can't solve their infractions, have some kind of penitence/repentance system, so they have a chance to be good citizens again ?...

They get permanently suspended after being suspended a few times if they continue to break the rules. I just went through my support list of about 20 user reports and reroll requests and 6 of the users have been permanently suspended.
