Is it okay to make a giveaway of a game I won and used but bought a bundle and now have a extra key

As long as he only won 1 copy though and he has the game redeemed, they would almost definitely allow him to give it away.

As if he already had the game from a bundle, he wouldn't have been able to win a key to re-gift.
