From the top of my head i knew, yes, it's a full game, no dlc... but then i googled it, and apparently it had / has one from the preorder.

Well, Death of the Outsider counts as a standalone expansion pack, but Dishonored 2 itself is a full game and complete ^_^

On the steam page:
