I thought the same. Even the site says that is the base version. I got a key and decided to try it on steam (Had the base version on steam), and it gave me all the dlc's and add-ons.

Its probably the fact that square enix was going to give both games away. And because of a fairly recent steam rule, when you are going to make a mass giveaway, you also have to make the game free on steam.

In the EU shop they have corrected the Tomb Raider version to standard now.

They made a mistake on the site, it's not the GOTYE even though some had the option to get it. When you active the key it will tell you that it's "Tomb Raider Free Giveaway March 2020 (key only)". If you did claim a key from this please don't create a giveaway for the Game of the year edition as that's not what the key will give you. The giveaway needs to reflect exactly what's being given. If you've have a giveaway running for this please delete. Thank you.
PSA: If you own the base game already you will still be able to activate the key still. It just doesn't give you anything lol

I already owned "Tomb Raider (ROW)"
But it activated as
"Tomb Raider Free Giveaway March 2020 (Key-Only)"
However, there is no new game or DLCs added in my library, what had happened??

Not really sure why we could add free version when we already owned the game concidering it says "DontGrantIfAppIDOwned Tomb Raider (203160)" on steamdb.
It does add "basepackage Tomb Raider (26016)" so maybe it just ignored it for everyone that owned a diffrent sub.
I have no idea about the other game. I didnt own it before adding the free version. But I do know you cant add it on steam and square because its the same.
