Why isn't that guy banned already? Scamming and racism isn't enough for a ban?

Let me just say, I am shocked... SHOCKED that this turned out to be a scam.

Ok, I feel that I'm going to be extremely unpopular on this web-site after this post. But I always believed there are things more importnat htan being popular.
As you might have noticed, I only joined steamgifts literally several days ago. I am still figuring out how all giveaway mechanism works, I have 0 experience with Steam groups and I am not an active Steam user in general. But, I do have experience of moderating web-discussions, managing users, solving conflicts etc. And this is where I will speak from.
As you know, I joined VIP Pixel when it opened up as I thought "interesting, this is a group for giveaways, must be good to learn how this things work - may be I can contribute something and get something in return - why not?". However, I was unpleasantly surprised by the amount of sarcasm (that I personally saw sometimes at the borderline with trolling and flaming) in the thread with the group opening announcement. I admit I do NOT know what looks suspicious to steamgifts/steam users, what they find insulting and whether that group looked like a personal insult to everyone. May be there are serious reasons, and I will not deny them. However, again, what I did see was that the announcer was utterly overreacting to all negative comments (vast majority of comments in that thread). Why? I have no idea - could be character/age/language problems (he is an obvious non-native speaker)/health condition/UFO influence/insert your option here. In any case, what happened than was that MickyTheKing1was obviously very upset and utterly made some rough movements by kicking many people out of the group, leaving only a few. We than had a group-chat, in which he mentioned he was extremely upset about people insulting him and didn't know what to do (how to stop that from hapenning). Other members suggested him to make a giveaway, to make it only to people who remained in the group MickyTheKing1 than created a giveaway of "The ship", which was won by infinity93. As far as I know, he obtained it without any problems.

Clearly MickyTheKing1(and other group members including myself) didn't know much about how resync works, what can group members and non-members see and not see. So some more giveaways were made (Team Fortress and Avadon, which was won by topicstarter). I think that is the reason for all this confusion.

What I am trying to say is that I do NOT see MickyTheKing1 as a scammer. Yes, I have next to none experience of dealing with Steam community, but I do not think a scammer would ask about which games to giveaway to regain trust. Scammers pimarily want to get games, right? If someone doesn't trust them, they back off or create a new account.
I think that the administration of steamgifts must know all points of view, especially if some information was limited to a small number of people.
I suggest that instead of banning MickyTheKing1 the activity of VIP Pixel should be suspended for some weeks/months/forever. And whether MickyTheKing1 is a scammer should be carefully determined. So far the only thing given in the group was his "The Ship".

arent all of those groups just scam?
ive seen tons of them opening, inviting people, then they grab a few free gifts and kick the unpleasant winners.
