You can level your perks ANYWHERE if you're playing on a whitelisted map with whitelisted mutators.

Useful hint : Play online to level up your perks in various situations because thats the point of the game, not to lvl up in solo and be a loser in multiplayer ;) Personally, I play killing floor rarely but when I play I play only in Suicidal Or Hell on Earth, although my perks arent high, my skill of survival is ;) Ofcourse its up to you ;)
