It means that a locked sub exists for Asia without India. However, Humble Bundle together with the publisher can decide to give ROW keys instead of the locked sub.
So far, no one from Asia confirmed what they get (locked or ROW key), so I left question marks there. If it's the locked sub, then you also get a run lock (you can run the game only from those counties).
So basically:

Based on my previous experience with region locks in Humble Bundles, you will get a locked key. But this is not confirmed by anyone.

i'm not sure if this was said here before, but it appears that EU keys do work outside of Europe (or at least in Africa, i live in Algeria)
a year ago i was able to activate nba 2k19 (Europe) this sub
so out of curiosity i tried a European key for wwe 2k20 & it worked just fine this sub
i could be wrong but i'm assuming they don't work just in the listed countries(?):
