What are CV given for Region locked games

Sadly same.

Same rules apply as for non-restricted games

As is stated in the Guidelines:

If a giveaway is invite only, region restricted, or limited to a whitelist or Steam group, it will only add contributor value if it receives 5 or more entries.

So it is like veebles stated above: you need 5+ entries for the full CV

Don't put a short time on the giveaway, give people the chance to find it and enter.
