The api from steam currently returns 6964 games.
However old games are removed from the list when you can no longer buy them. However if you have them in your library, you continue to own them. So more games is possible.

Admittedly, I'm more confused by people with 500+ level profiles and like a hundred or fewer games. They actually spent more on badges than playable things... but hey, their money. If it makes them happy, go for it, right? That's all that really matters.

I don't remember the details but also some people get free access to the whole steam library because they work at valve or a close relative does.
