It's a combination of perception blur- the train may only be traveling, say, 20MPH, but it seems faster due to the limited perspective (this video is kinda terrible, but it's all I could find- watch it for 20 seconds or so to get an idea of what I mean: https://youtu.be/LxQbw07lvXs?t=42 )- and the overcrowding of trains in certain regions encouraging reckless boarding practices.

Whether this one leans more toward perception blur or more toward recklessness, I couldn't say, but more classic trains tend toward maintaining a top speed of 30-60mph (a quick google search suggests 30-40 is standard in India), so they're still boardable even at their fastest ( though I nevertheless wouldn't recommend that: https://youtu.be/zoC0DLB8V2E?t=287 ).

Given the crowd visible in the video/gif, it's clear they were at a platform (as per the second video I linked), so the train wasn't likely going anywhere near top speed (and probably was moving closer to the speed of the train at the start of that second video). In fact, by the end of the first video, it's implied by the imagery in the back and the sudden uptake in boarding, that the first train had slowed down in a manner similar to the train in the second video.
