I've noticed recently that my point have changed their speeds of increase, for example, I went to bed last night, and 11 hours later when I surface, I'm only up to 3 points? Other times, I can be not on the site and the next visit I'm up to the max 300 points?

What is the determining factor for the increase in points?

No, it would appear that as more giveaways are generated, more points are allocated, last night must have been a quiet night.

At least we both know the reason now. ;)

When people are creating giveaways on this site, every user gets points

Thanks for that info, that is similar to what jbondguy007 said, so now I understand how it fully works.

My guess is whenever a cheap or popular bundle comes out, the tends to be a higher number of giveaways being created.
That, and when all the giveaways of free games pop up.

Yeah, that is the general consensus (see other comments) and least I know fully how it works.

I don't know why so many people tend to assume the point regeneration rate system would change on the website. If it would, an official announcement from cg would be posted on the forum.

Points are generated based on the number of giveaways created and their value. Most likely, not many giveaways were created last night, thus your points regenerating slower.

That makes sense. Having an understanding of it helps. I didn't assume anything, I asked "What is the determining factor for the increase in points?" and you explained.
