Technotopia for an euro is a no-brainer for me, I love the presentation to bits.
Most of the games are kinda cheap to begin with, but I think many are quite unique - Necroking, Future Breach 64 or Bit-Cremental: Fishistry as well.

The only packages which Steam DB shows as being restricted are for US, CA and PL so it's pretty unlikely you'd get one of those. Most likely the key will be unrestricted.
