Question anywhere (legit) to buy cheap steam keys in bulk?

Most "legit" way would be probably developing game by yourself and generate keys. You basicaly ask about keys for fake games made to cheat systems and money laundering.

Key reseller sites probably involve bundle buyers selling leftovers (im not sure if gray area, i know humbles agreement forbids that, not sure other sites)- also unclear to me Steam standing on it (those are keys from the developer from an official sale, a bundle)... And then theres local laws, like i bet its tricky if steam or some site says 'no you cant sell' vs your own country saying you can do whatever you want with what you bought (bar crimes of course).

But even if thats doable its a know fact scammers thrive by those sites- all the way to credit card stealing; As do fake games, some made for money laundring according to many. Also i bet its asking to be scammed. Id stay away from them

I never paid much attention but many cart systems allow to change amount- i only ever bought single bundles but i think Fanatical allow to buy a bundle multiple times; Real games, deals with/from the developers- my guess that would be the only legal way to get keys in bulk, but not 1 game X times- the whole bundle multiple times.

Frankly i think you would do better going for quality over quantity. Real games, better titles. I bet multiple proper stores (humble, nuuvem etc) allow to buy multiples, buy something nice on sale (great games including non bundled can go for really cheap, the older the cheaper in general)- buy multiples, they deliver keys not straight up activation on steam and for all i know thats perfectly legal and fine- including for SG, unless im missing something. Of course i mean proper stores, no key resellers.

I could tell you, but then i might get suspended for advertising, because i'm not sure where the line is drawn.
