No, in my opinion none of these perks are worth spending iridescent shards on shrine.

which one are the perks?

Killers: Shadowborn (Wraith) and Make Your Choice (Pig).
Survivors: Off the Record (Zarina) and Appraisal (Elodie).

You can still get any of them, but you're using up your play-to-earn iridescent shards. I personally recommend you skip all of these perks.

For killers... You can ignore Shadowborn since you can get it from the Wraith for free by making it teachable to all Killers. Make Your Choice is viable killer perk, but requires you to move 32 meters from the hook. You can punish survivors that heal under the hook this way, but not always. To make the most of this perk you would want play as a Killer who can chase and cover distance fast with their ability, like the Nurse, Hag, Blight, and Spirit. The wraith also works okay, too, if you know how to mindgame. The downside to this perk is that you have to leave generators alone for a chance at instant downing a survivor. Personally the only value I get from Make Your Choice is if one or two things happen: The survivors are very altruistic and/or the map is small. In most cases, you usually get more value from chasing people off gens than going after two people - one injured and one exposed.

As for survivor perks... Off the Record is meant to be a stealth anti-tunnel perk, but stealth doesn't matter so much if the killer is either near or can see you from an open distance. If you run into these situations, which will be often, a Decisive Strike or your teammate's Borrowed Time will outperform Off the Record. Granted, first that teammate has to run Borrowed Time. The real weakness of Off the Record is its activation condition. You can only use it twice per game and that's when you're unhooked. So you have a perk that you can get okay value from at most twice in a game, but only after being unhooked. You get better value off of Iron Will, which is always active for you. As for stopping the killer's aura reading, Off the Record does the job fine, but keep in mind that killers may locate you with other methods, like killer instinct, screams, and if a Nurse's Calling reveals your healer's aura.

Appraisal is a chest-searching ability best combined with other abilities like Plunderer's Instinct or Ace in the Hole (Ace). However, if you're running a build like this, then you've devoting yourself to searching chests and not assisting your team in other ways. Randoms who can't find chests as easily won't benefit from the items you leave behind. SWFs can benefit, but that also means you're not doing other things like repairing generators, healing others, or unhooking teammates. You can only use this ability once per chest and after it's open. I haven't bothered trying it myself, but I believe you can rummage through a chest that you yourself have opened.

Also, I think you shouldn't spend the iridescent shards for any perks. It's not worth it. As a result of my 5 years of experience in this game, I can easily say this. Because I've done this many times before. We can easily unlock these perks later by earning bloodpoints.
