It has been a freebie at some point. Games given away in mass quantities for free cannot be given away. There is a long list about them: https://www.steamgifts.com/discussion/pJRbR/can-we-have-a-list-of-games-that-cannot-be-created-as-giveaway-unofficial-list-inside
