Whats the deal with gifting 2-packs of games on steam ??

I wanted to pay keys and get 2-pack of 7 days to die for me and friend. But since the new rules, it cannot be traded and only gifting is possible.

Now, why I am worried is because some traders are saying 2-packs cannot be gifted and its impossible. Others are readily doing the trade and saying they can gift the 2-pack and its completely safe.

I have no idea what is going on here, so I decided to ask for advice here. Can anyone with experience or knowledge in this clear this up ?

Also, this arises another confusion. If i traded a game this way by sending keys and recieving gift. Can I forward that gift by gifting to someone else, just like anyone would do in a trade. I hope its not confusing the way i say it.
