Eh, just because it was bundled 10 times doesn't mean people should have it... if anything, it shows that the game is so poor that people are really avoiding it, even at bargain prices.
Add to the fact that it has no cards, so even seasoned collectors will think twice before paying for it.
The majority of the Steam population would never buy cheap indie games in the first place, nor do they know of or have any interest in the bundling businesses :)
