I think it can be found on some gray market at a price of 5-10 times more expensive than it was before removal.
I think it will be easier for you to wait until this game is returned to Steam and buy it. Or buy an episode in Liberty City (I heard that everyone who bought it will be given a full set of these games for free, even if GTA4 is missing)

as far as I can see , your account has an EFLC. in this case, you will get IV for free with the update to Complete edition on March 19 when it is deployed.
