Good job with the conditions, I didn't know that SGT could track wishlists to that detail. This will prevent people wishlisting everything... though I guess they could technically run scripts to quickly un-wishlist and re-wishlist on demand.

In which case you'd just keep every game on Steam wishlisted at all times, then have a script remove enough to get you below the limit while keeping the game in question listed (which fulfills the date condition since it was added in the past), sync and enter the giveaway. Afterwards, have the script add everything again and you're all set for any future giveaways.
It's probably possible to avoid the above situation (not to mention most people probably wouldn't bother) but it's still a possible loophole in the current setup.

So you really think someone would go into all this trouble only to enter a giveaway? This won't guarantee that they win the game, only that they can enter the giveaway. It would also prevent them from entering other wishlist-based giveaways for games they (temporarily) remove.

I wish I could modify the filter to allow users with Rebirth in their wishlist to enter, but I don't think the new custom rules support adding alternative wishlisted games.

Fear not! I just pushed an update with a new filter wishlisted_game_date(appid, 'date') :)
I'll add it later on the sgtools thread for everybody to use.
Example: wishlisted_game_date(268500, "2015-12-17") -> Have xcom2 wishlisted prior or equal to 17th December 2015

Yes, I now did just that. New rule:
(wishlist_date <= date('2017-01-02') or (wishlisted_game_date(250900, "2017-01-02") and not (113200 in owned_games)) and num_wishlisted_games <= 500 and pass_activated_rule and not trade_ban(where 250900 is The Binding of Isaac: Rebirth and 113200 is The Binding of Isaac)
Unless I'm missing something, it wouldn't do much other than not provide the link to those who own the game (i.e. reducing the chance of link sharing). In any case they can't enter the GA and would see "Exists in Account" disabled button instead of "Enter Giveaway" button.
