If u don't mind installing instead.. then you have 2 solid choices:
1] Adobe Photoshop CS2 (http://www.techspot.com/downloads/3689-adobe-photoshop-cs2.html)
2] GIMP (http://www.gimp.org/)

PicMonkey (http://www.picmonkey.com/) is fine but everytime I try to grab a corner of the selection and expand or contract my selection, it adds an extra pixel on one of the sides.
So... another one? Or a bugfix for this?
I use a Chromium fork.
Sounds weird, I know.
PD: Please avoid stupid jokes like "use Photoshop/Paint.NET/GIMP", I need an online tool for reasons.
