My friend asked me this: If the winner received a working key from the gifter, activates it on another account and mark the giveaway as not received. Does the gifter need to show proof that he has given a working key to the winner?

If you have proof as a gifter that you have sent key you can make a support ticket if the key is not marked redeem

Redeeming a key from a giveaway on a second account that did not win the game is punishable by ban for both accounts in question i believe

If you send by email or by chat logs then make sure you print screen them when you send CD keys out.

Gifts are easier to deal with but with CD keys always take a screenshoot so you can provide proof in case there is a ass that wins.

good point, that's pretty fucked up then. I wonder how you will defend yourself if the key is from a bundle even though you store perfectly unused keys in a file.

If it's a retail key then I can provide receipt.

I can request GMG to block that cd-key and get a new one. Show GMG's response, ask re-roll. You win, winner loses (cool oxymoron btw)

Yeah, that would probably work out if you've bought a key from GMG, but if you've bought a HiB then you'd have to contact the HiB support, they would have to contact the dev/publisher then they would have to contact Steam support.

And now imagine we're talking about a key from the Humble THQ bundle, where you probably won't find a responsible person.

Going through Steam support as I suggested would probably be the more direct approach, though you probably won't get a new key.

ye, that's why I asked how you will prove if your giving away a bundle key. The only thing that I can say is I keep a list of perfectly unused keys and I cannot prove it

You can check your redeemed or purchase history from your profile in the Steam Client by clicking on Account Details.

I guess the only way would be if the gifter would proof that he aquired the key to Steam support and then have Steam support check who activated the key and when.
Steam support will then probably remove the game from the "false winners" account, but afaik, they will not give a new key or make the used key usable again.
But with this information from Steam support, the gifter could proof to SG support that he originally delivered a working key and then the winner and the other account will be banned.

Indeed, but though it's not fast, it might work and I can't think of a better way (unless you got the key from GMG or Amazon, in which case you could follow MDuh's suggestion).

I almost got banned once because I posted some kind of scam idea on forum (it was meant as a joke) for giving people ideas on how to cheat the system, etc. The mod said he would've banned me if I didn't edit the comment soon after I posted it.

Send keys via steam chat, especially on $0 cv giveaways.

Also, these sorts of questions tend to sound like "hey, I thought up a scam, anyone see a problem with it?"

I never said it was a scam, just it's easy for people to assume your friend is planning some sort of funny business. I worry about sending keys too, but at least with non-zero cv giveaways you can be sure the winner knows how this place works. There's no way to eliminate the risk, at some point you just have to trust people. Good luck!

Sometimes a person will ask hey, what happens if I make a giveaway for something expensive and only 1 person enters, you just start to wonder what they're up to...

It's easy to do but, also, it's quite pointless (you damage the gifter without benefitting yourself, as you did actually win a free game)... It's not even a real "scam" as we usually intend that...

I've always wondered the same thing myself when sending keys but you'd have proof that you got it from GMG or a bundle and proof you sent it in email or chat.

This is why I give giftable copies of games and not keys. There's a section in your account dedicated to keeping track of transactions and trades.
