It is possible. The policy reads: "even if you fall outside of the refund rules we’ve described, you can ask for a refund anyway and we’ll take a look".

I'm pretty positive if it's a one-time thing and the reason is convincing they'll probably accept..

It wasn't running well enough for me. Not long, I don't remember how long it was but I think only a few hours.

I believe they do it within a week. Meaning a week is the longest you'd expect it to take, its usually been quicker for me.

It is possible - just maybe not very likely. There have been certain exceptions and there is no harm in trying.

I've had refunds happen after the thresholds count. If you have a valid reason, it really helps (i.e. bugs began after 2 hours, or refunding to buy at a discount). I had Valve refund a game I bought at full price so I could buy it at a discount, and I had over two hours and I had it for over two weeks! Not a lot on either margin, but you can try and you have a shot at it!

I also refunded a game because of performance; it was over two weeks if I remember correctly, but under on time.

Keep in mind that the discounted game may have its sale over by the time you get your refund. They usually refund you within a few hours, but it'll be pending for a few days. I requested a refund Tuesday morning and its still pending.

As for your reason, they might give you a refund, but really depends on a few things. How long have you actually played the game, the person looking at the refund (whether or not he is lenient, good mood, and what not).

When the refund system started, people claimed to be getting refunds for games well over 2 hours played, and some claimed they were refunded for purchases from 6 months ago.
