Can't Complete Steam Broadcast Quest

I got the quest following this method that uses the Remote Play function:

I didn't have any problems other than convincing a friend (via chat) to let me watch them wasting time in a multiplayer game lobby (they didn't know about the achievement and were ignoring my attempts). My broadcasting privacy setting is "Friends can request to watch my games" and I don't think either my friend or I would have changed from the default setting. I have noticed that there are a lot of broadcast streams on game store pages at the moment and none of them seem to properly show video for me, so there may be a bit of load. Perhaps try at a different time of day?

i cant complete: invite a friend to play a game

i launch a game counterstrike source then i press shift+tab then i go to my friends list i invite him but nothing happens?
im also sure he has the game too
