Inventory [steam] - Select gift - enter the winner's email.

You'll see the email of the winner after the giveaway has ended.

Well, first of all you need to have a giftable copy of the game in your inventory. Then as soon as your giveaway ends, you'll be able to see the winners email, and you gift your copy to said email.

not really, you don't have to have it in your inventory to make a giveaway you can purchase it before or after as long as its delivered to the winner.

Perhaps it's easier to explain it as "already have a copy" at first, for folks who are unfamiliar with the site, or who may not have a perfect understanding of English.
