Some results of your testing: I had 26 out of 25 entries for surgeon simulator and was unable to enter. I tried to temporarily remove some entries from some existing giveaways for it, but due to SGTools caching, they still consider me to have the 26 entries.
To verify that it was indeed server-side caching, not cookies, I went to it with a private browser mode and had the same result.

i think that rule means that only 25 users can enter this specific GA , not related with how many times you tried to win the game

As Thiago9 said, it is a cap that closes the giveaway when it has 25 entries, nothing to do with your personal # of entries (which would be rather pointless as you could just leave, sync and re-enter again).
