+1 With outlast
This game has a really nice creepy atmosphere(In this game you cant fight back so the atmosphere is better because of that)

Resident evil 1-2-3 was really nice too

Won't it risk being too scary for somebody new to the genre?

Meh, wouldn't call Outlast really an horror game. It relies more on it's shock value and the stress. But that probably counts for a lot of "horror" games.

What must a game have for it to be considered horror, in your opinion?

Dunno if I'd classify L4D as "horror".... More like co-op FPS.

It differs from person to person, for some the mere addition of a zombie element makes it scary to them, for example the RE movies, they are a lot more action based but are still classified as a horror movie for most people :P

The running horde effect adds a lot for that, I often can't even figure out if I'm scared or annoyed when they swarm me around and the lousy hit markers don't even help me to identify which side of me are they :D and the zombie sounds add quite a lot to it as well.

Depends what you're looking for in horror games.

I'll always recommend Amnesia: The Dark Descent, it's one of my favourite games from this genre, despite of having nearly 7 years by now.

I'd say they are evil, because getting the first one on PC is a bad idea.
It's rampant with bugs. I literally could not play anymore.

Then you're lucky.
If I wanted 60fps and working aiming I had invisible walls.
If I wanted non invisible walls I was locked to 30fps and aiming was useless.

It depends of your budget and your taste, first or third person? only terror or with enemies to kill? If you like Alien, Alien isolation is a good survival horror.

Alien becames boring after max 5h of playing :(
I regret buying it

Well maybe I've played it les than 5 hours in a friends computer, maybe it's not the best buy, specially at full price but I enjoyed it. I like Alien the movie a lot so I'm biased in some way.

Soma is another good game, from the creators of amnesia. If you want to enjoy a good story with a touch of horror, this is for you.

+1 I personally found SOMA more scary than Amnesia, and it had a much better story. I also liked Penumbra., but anything by Frictional is good.

I'd have to go with Archi's answer and say Amnesia The Dark Descent.
That game accomplished so much for the horror genre.

Resident Evil 0,1,2,3,4,5 (Hidden Chapters DLC), 6 (Leons campaign), 7.
Silent Hill 1,2,3, The Room, Origins, Homecoming, Downpour, Shattered Memories
Dead Space 1, 2 the mobile game (its removed though), the wii game
Outlast + Whistleblower DLC
Obscoure 1,2 (the aftermath on PSP)
Condemned: Criminal Origins
Slenderman games
Untill Dawn
Dead Rising 1 is kinda horrory, it was immersive and kinda scary back at the time
Fear 1,2,3
If you consider yourself being the monster to be scary, The Darkness 2
thats all i can remember

Play alone in the dark, at night with headphones on for the best expierience, it wont be a horror game expierience otherwise.

Never played them, didnt recommend because their overrated and always in the spotlight, too generic, mainstream choices they are, not saying they shouldnt be played, but id rather give a bigger chance to other games.

LOL.Sorry but this arguement is bad at so many levels. Amnesia and Penumbra generic and mainstream, while you mentione Slenderman and Outlast. Why is RE and Silent Hill is a worthy choice, while they are just as hyped and popular as the ones you avoid?
Also Fear 1 is a shooter with with jumpscares, not a horror per se. The second one basically lost it's scary tones totally, and the third one uses gallons of blood and gore but it can't even show up even a single jumpscare, not even mention the lack of atmosphere. The whole series is good as a shooter, but they are terrible suggestions as "horror" games, sorry. Even the first game has overwhelming amount of shooting in it, minimum 80-85% of gameplay is about fighting the replica soldiers. If someone wants to deliberately play horror, there are so many better games to mention.

you can only say a game is overrated, if you played it and therefore know it's overrated. ^^

and how is amnesia somehow mainstream, but resident evil and silent hill are not?! most games you listed are big AAA titles. amnesia is a small indie title that got famous, because it was good.

I agree with most of them but Slenderman. I don't know why but Slenderman for me is just like the 5naf games. They're somewhat scary the first time but then they just become repetitive and boring which is why I really wouldn't recommend them as a first time experience when it comes to the horror game genre in general.

Well I think you already got most of the popular answers by now. If you are searching for something slightly different I would like to add these:

  • DreadOut
  • Corpse Party
  • Wait - Extended
  • The Last Door Season 1 & 2

Resident Evil 1 or 4. More like containing horror elements, but it is closer to action-thriller. Just enough scare factor to ease someone into the setting.

Or just use the shock factor and push them as deep as possible: Amnesia: The Dark Descent or System Shock 1.
