[Proposition] A small addition to the site.

I would appreciate if there was an area for 'messages from staff' on the main page, just above the giveaways so whenever a new announcement is made or the rules are being updated it would contain this message or a link to the relevant thread on the forum. If there was nothing important to say, this area would be invisible.
Also I think a link to FAQ would be nice, but at the top, next to the RSS, Logout etc. People rarely read footers, I bet most of them just checks the next page with giveaways so those links at the bottom are not that useful.
Recent drama and another ban wave only proves that there should be an easier way to inform the users of any changes happening to the site.
