The reason people bump this thread is to notify everyone if Steam is down, so that they know if it's just them or the entire Steam servers.
It eliminates the chances of "is Steam down?" threads spam.

I remember after this thread got locked, we instantly ended up with half a dozen "Is Steam down?" threads within days. Of course, for most of the instances, Steam was not down, it was just the user.
