is there any sort of custom condition with sgtools or something similar that only allows people to enter if the game is on their wishlist for say over 24 hours?

No, you'd have to check every user individually and send them the link directly via steam chat or something similar.

Easiest way to handle more unique or elaborate entry conditions is to create a steam group and manually invite users that meet your requirements. The list of special SGT checks is listed at the bottom of the page of any SGT link creation page, so you can check what is possible with it on your own.

You can also just use your SG whitelist, which will grant users immediate access to the giveaway(s), without them having to accept a group invite and resync SG. I personally prefer groups, as they're (imo) easier to manage. Also worth noting that you can't get a reroll if you remove someone from your whitelist but they've already entered your giveaway- but if the user is no longer part of a group when a giveaway ends, then you can still get a reroll.
So it makes groups a much more reliable option for things where the conditions in question may change (such as a user's SG ratio) over time. For your condition, whitelist may be a more useful option. :)

That said, you can always poke Knsys here to ask questions about, or make requests for SGTools. :)

If there was such a way to gate entry, it would have to be through SGTools. It might check wishlists, but I doubt it checks the time added.

I would think it would be easier to do what others have done in the past: make a post, add those respondents who meet your criteria to a private Steam group, then make the giveaway for that particular group.

looks like the way to go - i wasn't aware you could see the date added for a persons whitelist until now.. but i never had a reason to know that up until now. awesome, thank you for the response.

Just keep in mind that everyone uses their wishlists differently. You may want to do more than a cursory check [as, for example, some small number of users wishlist every game they come across, win hundreds of games, have thousands of games in library, and only appear to have ever played the exact same 5 games]. One of the benefits of manual checking is, after all, that you can cater the inclusions to even better fit your criteria. :)
