There is no event, really. It is just a video with numbers which appear.
You concatenate the numbers to get the URL. That is it.

The puzzle to solve this is in the announcement video of Steam Puzzle Fest. Though didn't know about it before myself until the user "gorok" on this thread second page pointed it out. But good to have more people know where is the actual puzzle in case people want to "solve" it themselves (it's super simple)!

What's more troubling to me is the arising question: if Steam/Valve isn't able to keep a simple event from leaking how safe are my account data with those same people?

Well, this link is not supposed to be difficult to find, so it is not exactly anything they are concerned about "leaking". The actual puzzle to solve it very simple and is from this video. (Though I didn't know about it before myself until the user "gorok" on this thread pointed it out)
