I don't know about the "why?" but the "how?" is easily explained. You create a light design and then you stop. Quite simple actually. 😅

I have seen alternative methods to bring in a dark mode via 3rd party, but it's just surprising that a very popular modern UI feature hasn't been natively programmed to this site... I assume an explanation could be the developers stopped developing/improving the site at some point.
