I might not fit number 2 since I dont know if Ive had good games to give away since I started making whitelist giveaways (I didn't for awhile since I didn't have enough people on mine), but I have given away non-trash games. I do plan to make any Humble monthly games I already own whitelist giveaways from this point on if that's enough.

I think most gifters want people to actually enjoy their wins, instead of using them for profit.

And has no achievements even the super easy to get, like "Complete the tutorial".

I usually check the recent activity. If they have about four hours in a game and no achievements, it's usually a dead giveaway. Also, how many games they own. Sometimes they have an achievement showcase on their profile which shows off achievements, and also mentions how many games they have perfected and their average game completion rate. If they are hiding their recently played, and don't show how many games they have completed, but also has a ton of games, 9 times out of 10 it's a idler or collecter. (from my experience.)
I exclude idlers in particular because they rarely actually play their games. And if someone wins something from me, I want them to play it, and hopefully, enjoy it.

I've had people add me to their whitelist, and I have no idea who they are, and on the other hand I have too many people on my whitelist.
So after doing some whitelist cleanup (from almost 200 to less than a 100) I'm going to try it in a different way.
I'm a person who likes to add my whitelist to most of my closed giveaways, and I like to giveaway (more-or-less) good games.
So if you like to join my whitelist, you need to be:
Someone who is active on SteamGifts and creates giveaways more than once a month
Someone who occasionally shares his giveaways with his whitelist (doesn't need to be exclusively whitelist)
Someone who gives away not-completely-trash games on whitelist giveaways
Generally a good person
If you fit the description, drop me a line here, and I will add you to my whitelist. (Feel free to add me to your whitelist if you want)
