Question about paypal and steam

If i dont have my card linked and somene sents me money to my paypal account can i add them to steam without using credit card or linked bank account? I mean when i tried (without having linked anytihng it said not enough funds so i guess it should work right?)
Tl;dr Person A sends money to Person B, Person B wants to add funds to steam without having linked credit card, is it possible?

But if you don't have a credit card linked on paypal you can't even receive anything, your receive limit is 0, you must raise it by linking a card on paypal.

Yes you can receive funds if no CC is linked.
To get funds you have to contact paypal and have them send you a paper check by snail mail.

NO.
I couldn't even send funds to a friends paypal without my CC linked, or make any kind of purchases.
