Yes, you can follow the instructions for using a Steam key as described above, but enter a gift link rather than a Steam key. The gift link must be entered in one of the below formats.

NOTE: All purchases made on your account as a PERSONAL purchase (non-gift) will be tied to your region. This means that any region locked keys may not work if your friend lives in a different region! When using the "Gift to a friend" option you will see a pop up warning displaying pertinent information: 
In the example above ^ FR, IT, and RU will not be able to unlock that specific key. Please double check this information before sending to a friend! We will not be able to adjust individual keys. 

Not exactly the answer you are looking for but - depends on the game. Some are region locked some are not...
