I always thought they were $1.30 (the price Steamtrades uses it seems) but I got a post from another user saying (I think they were saying it) that they are actually worth ~$1.95.

So what price do you go off of for selling games for keys?

Yea, this. The 1.95 was probably an estimate of what ever the price was at the time minus the valve cut from sale.

But look around steamtrades, people are selling RE6 (for example) for 20+ keys, which would be $39, which is what it costs in the store.

Why are they doing it then? And why does it seem to work?

Keys on the Market are inflated in price because they sell for steam wallet. Keys in other trades normally go off of the PayPal price, which currently seems to be around $1.40 a key.

RE6 can be acquired for far less than $39. Just because people are selling it for a price doesn't mean people are buying it for the price.

Well, the price in USD is at the moment not tracked because the price goes up and down like crazy at the moment, but it mostly tells you how much they are worth.

By the way, there is a steam market price and a "black market" price on sourceOP and so on.

Modern Warfare 2 was the primary one I was selling. I know someone just sold one for 9 keys on Reddit to someone else (they were gonna buy mine @ 9, but got the other offer first)

It depends where the game is from. Like if you are getting a Steam Gift copy, you should use the market values. If someone is buying a bundle or some game keys from elsewhere then it's the real money value.
