Nah, why would you want to lose space from the top of the page.
Filters need to be at the left panel, where they are now. There indeed a Level filter would be great!
About the text readability: maybe you have an old monitor?

I have made only a example, the position of filter is not important for me.
I have a notebook (1 year old), but i have problem to see the black text on a grey background. Probably is only my problem, i hope there is a option to change for this.

you need to install stylish (either for chrome or firefox), then this style: https://userstyles.org/styles/110491/steamgifts-2015-dark
you can turn some options off. ie: if you only want the top buttons or dark background.

I have a problem to read the black on the grey background, and i think is best to view the GA for every level.
