There's an important difference in the two cases. L4D2 was something you could claim directly on your account. There were no extra gift copies or keys generated through this. On the other hand, Metro (which was given away on multiple occasions for free, besides being in Humble Bundles, Amazon bundles, etc) has a shit ton of keys floating around out there.

While in both cases demand was temporarily reduced, demand will gradually grow again. L4D2 is simply the more popular game, with more reason for new players to want it (their friends may have it and they want to play MP) and there is not a ridiculous supply of gifts or keys gotten at free or nearly free to drive down value. Metro is a less desired game with a large supply of keys (for reasons stated above) that were acquired for free or nearly free.
