Because they keep changing their words on what we're actually getting, in particular the amount of Steam/DRM-free games. And then they are very unclear about how you even get some of the keys in the first place. Costumers have to find out for themselves about having to install the Desura client and getting it through that roundabout way. Who even uses that. None of the questions about it on their twitter were answered as of yet.

To play the Devil's Advocate, there's no Steam icon under Major Mayhem in the bundle page, so the fact that you can actually get a Steam key should probably be considered as a bonus. And it's still 9 Steam games, only the Greenlight mention has been removed.

It's been a few hours since you posted this, so an update if you haven't seen it yet: the Steam icon is now listed under Major Mayhem, and you should have a Steam key for it in your collection. So I don't think the Steam key was a bonus or intended to be viewed that way. Considering they're changing the contents of the bundle (e.g., no Greenlight game mentioned anymore), it seems more likely that they just didn't have the Major Mayhem Steam keys all worked out in advance.

All of those were casually changed while the bundle was already running and marketed in a misleading fashion Steam keys not available at times/ not available through indieroyale profile. You catch my drift? Do I think it's worth the initial price? Of course. (As Trump would have put it: 'Look at the value!' I won't be making any more a big deal out of it than this, because I don't mind in particular. I'm just saying I get why you could be unsatisfied if you add things up.

You're right. Putting all the pieces together, this bundle is quite a mess. I don't think there's a malicious intent but it's surprising to see an experienced bundle maker like IndieRoyale managing things so poorly. Maybe it's the new management or the obscene new layout. :/

True. I took a gamble and unfortunately it's not looking well since I own all the revealed games so far, but for the price it's not a bad bundle, so far.

I think there are two main reasons for the complaints: (1) people own a lot of the games in the bundle, and may be a little disappointed that there aren't more unowned games for them, and (2) Indie Royale is apparently changing the bundle as time passes -- for example, they originally they listed 1 Greenlight game as being part of the bundle, but that's gone now. There's not much you can do about the first point, because everyone owns different games and you can't satisfy everyone equally well, but the second is an issue they could have avoided by ensuring that everything was agreed upon before they offered the bundle for purchase.
Granted, if you don't own any of the games in this bundle, it's a great deal, especially if you bought it right away and get 10 games for $0.10 each. The more games you own, the less good the deal is, but it's still nice. The more they change what's included though, especially after the initial announcement, the less people are likely to believe what they say in future similar offers which could come back to hurt them in the long run.

As noted, the newest game revealed in the bundle is Power-Up. It's the 2nd of the 6 currently listed that I don't have, so that's good for me. I'm getting more than 1 new game out of this deal.
Also as already mentioned, Steam keys should be available for Major Mayhem now. I saw one when I went to redeem my Power-Up key.
