Thx a lot Sighery... I just brought it up since I remember that some time ago some sites began telling us they will be giving region-locked keys by default (e.g. HB). Thus, and since I do not buy too often from BS, I went for public opinion on the matter...
Now, to decide whether to buy it or not... :P

Nope. For example, where i live in germany, many swiss people buy stuff and get their VAT back. When i buy something, as a german, in the UK, i pay UK VAT. The VAT from a EU country is valid for all buyers, whether they are european, african, american, and only depends on the place in the EU the seller is based in. Thats why amazon europe is based in luxembourg btw, to save money since the VAT for amazon is very low.
Why BS doesnt add VAT for U.S. customers i dont understand.

because it is considered an export when it leaves the EU area and thus not subjected to VAT taxation
"VAT from a EU country is valid for all buyers, whether they are european, african, american" - if this were the case, then Duty Free shops at the airport would not be in business :)
Many people simply do not see what percentage of their price charged is actually put towards paying taxes - if I leave the country to go to the US and purchase at the Duty Free shop something that I am going to get value from, but not whilst I am in the country of origin, then I can have the VAT removed - as I will be consuming it outside of the tax zone

It might be to do with region or language settings? I've attached a screenshot - most of the games had a similar announcement even if the store fronts haven't been updated, and people certainly seem to be getting card drops.

It sometimes takes a while to update the Steam store pages when cards are added to a game. Read the whole thread if you are still unclear.

And I'm correct. It's up to the developer to update their Steam Store page, and sometimes they just forget to do that. Heck there are even games who don't have it marked and they have had cards for months.
If you click on the ❤'s in the chart, you'll open the links to steamcardexchange showing the following game you clicked on and what the badges, emoticons and backgrounds look like. That site is always correct.

My guess is people bought huge numbers of copies for resale, trading, giveaways, etc, and that used up all the keys much much faster than they expected.
This is the real reason they don't usually offer bundles with this steep of a discount anymore, unfortunately - this is why we can't have nice things. People like Tremorgames (or even people making giveaways here) abuse it by buying huge numbers of copies. :-(
