How do you create and send a giveaway?

first of all make sure you actually own the item you want to gift and that you will follow through with your offer
then just hit the create button at the top and follow the steps. once the giveaway ends you'll be given the email address of the winner - be sure to only gift the game to this address no matter what anyone else says (even the winner)

Also, as a note, you have to purchase an additional copy to gift. You cannot gift the version that is in your library.

And remember, you have to put your brain back in the place!
